In Memoriam: Congressman Gerald E. “Gerry” Connolly (1950–2025)
The Center of Excellence in Government Cybersecurity Risk Management and Resilience at George Mason University marks the passing of Congressman Gerald E. “Gerry” Connolly with deep sadness and great respect and recognition for his extraordinary public service and lasting contributions to the nation and the Commonwealth of Virginia.
Congressman Connolly’s leadership was pivotal in the establishment of the Center of Excellence in Government Cybersecurity Risk Management and Resilience (the Cyber Resilience Center) at George Mason University. His efforts in securing $1 million in federal funding through the 2023 omnibus appropriations bill made possible the launch of the Center, reflecting his longstanding commitment to strengthening the cybersecurity posture of the federal government and advancing workforce capacity in this critical domain.
Throughout his nine terms representing Virginia’s 11th District in the U.S. House of Representatives, Congressman Connolly was a leading advocate for technology modernization, cybersecurity reform, and effective federal IT governance. His co-authorship of the Federal Information Technology Acquisition Reform Act (FITARA) and his service as Ranking Member of the Subcommittee on Cybersecurity, Information Technology, and Government Innovation positioned him at the forefront of national efforts to enhance digital resilience and operational efficiency across government agencies.
The Cyber Resilience Center stands as a representation of Congressman Connolly’s vision—bringing together academic expertise, public and private sector leadership, and policy stakeholders to translate research into practice, disseminate cybersecurity best practices, and strengthen the federal government’s information technology capabilities. His support has enabled George Mason University to play a leading role in addressing the complex and evolving challenges of cybersecurity and IT at the national level.
